CQRC Names Rotech CEO as New Board Chair

With more than three decades of experience in oxygen supplier field, Robin Menchen is well positioned to advance Medicare supplemental oxygen reform and shape future of care delivery
WASHINGTON – The Council for Quality Respiratory Care (CQRC) recently named Robin Menchen, CEO of Rotech Healthcare Inc. (Rotech), as chair of the board. As an industry veteran with a deep understanding of the policy issues impacting patient access and care delivery, Menchen will serve as CQRC Chair effective June 1, 2025.
“I am honored to step into the role of board chair of CQRC,” said Menchen. “I look forward to working with the board and CQRC members to advocate for much-needed reforms that will help strengthen access to supplemental oxygen therapy, devices, and services for home respiratory patients, while also protecting the stability and ensuring the long-term viability of our profession.”
Menchen is committed to working on CQRC’s priority issues in Washington. That includes passage of the Supplemental Oxygen Access Reform (SOAR) Act (S. 1406/H.R. 2902) in Congress. This bipartisan legislation would remove supplemental oxygen from Medicare’s competitive bidding program, permanently extend Medicare’s blended payment rates, establish comprehensive patient protections, and enact several other reforms to strengthen access to supplemental oxygen care and services, particularly in rural and underserved communities.
Additionally, Menchen is passionate about working to provide regulatory relief for the supplemental oxygen community and pushing for reform of Medicare policies to enable patient access to supplemental oxygen and ensure patient independence.
Menchen succeeds Jeff Barnhard, CEO of Lincare, as CQRC chair. “I’m pleased to pass the baton to Robin Menchen,” said Barnhard. “Serving as CQRC board chair has been an honor, and I’m grateful for the opportunity to continue supporting the vital work CQRC does in support of the supplemental oxygen and respiratory care community.”
Menchen brings to the table more than three decades of leadership at Rotech, where she advanced through many roles, including VP of Compliance, Chief Administrative Officer (CAO), President and Chief Operating Officer (COO), and finally President and CEO. Her wealth of professional experience and expertise will help guide CQRC’s advocacy and policy strategy, with the goal of strengthening and protecting patient access to high quality oxygen care.
In addition to electing Menchen as CQRC Board Chair, Jeff Barnhard of Lincare has been named CQRC Secretary and Perry Bernocchi of Apria has been named CQRC Treasurer.
